CLEVELAND, Ohio — Standing at the Lake Road and Clifton Boulevard intersection on Tuesday, County Executive Chris Ronayne recalled a 700-mile bike ride along the Lake Erie shoreline that took him through that very area. It stood out, he said, not for its views, but for how difficult and unsafe it felt.
